For a solo operator or small business, the effective difference is smaller than it looks. In Dubai you pay 0% personally but 9% corporate above the threshold; in Andorra you pay 10% corporate and then take dividends tax-free — a combined cap of 10%. The gap only becomes material at high profit levels, and Dubai has added real substance and reporting requirements since introducing corporate tax in 2023.

Dubai is faster and cheaper to enter. Andorra’s €50,000 non-refundable payment is a real barrier that Dubai does not have.
A single person living comfortably in Dubai budgets roughly AED 9,000–12,000 a month (about €2,300–3,000), similar to Andorra’s €2,500–3,000 — but Dubai families with school-age children commonly spend AED 25,000–40,000 once international-school fees are included, which are far higher than in Andorra.
Choose Dubai if you want the fastest possible setup, a genuine 0% personal rate, a global travel hub, and you are comfortable being outside Europe. Choose Andorra if staying in Europe matters — for family, clients, time zones or lifestyle — and you value the 0% wealth and inheritance treatment, lower school costs, and a mountain base over a desert megacity.
